Natural Beauty: What people like to look at.

Revise 10.1.1 Para 2 to read:

Whenever a Territory is created, a DICE10 shall be rolled for each of the Commodities listed in the Ruleset save Natural Beauty. The resulting numbers are the Production capacity of the newly created Territory for each of the Commodities. If the Territory being created is a Homeland, a DICE15 shall be rolled instead.The production capacity of Natural Beauty shall be 21 - P for homelands, and 17 - P for other territories, where P is the sum of the production capacities of other commodities; this value shall change if the production capacity of the territory changes for any reason, such as the construction of a building.  The production capacities for Natural Beauty can be negative numbers

And add a subrule to rule 12.1 (Market Making) entitled ‘Forced BUY’, with the text:

If a country’s total production for Natural Beauty is negative, and ey have insufficient Natural Beauty to cover eir production, the Hegemonist will issue a FORCED BUY order to make up the shortfall.  The BUY order will be the exact amount needed such that after produciton is complete ey have 0 Natural Beauty in stock, and shall be issued at the BUY price listed in the most recent Market Position. 

A FORCED BUY order will be processed before any nomal Market Orders, but after FORCED SELL orders, regardless of the chronological order posted

Designed to give low-produciton countries some leverage, and to make otherwise small-produciton capacity territories appealing.  The values for the production of natural beauty were chosen to give homelands, on average, slightly negative production and other territories slightly positive production.
