Is my clock buggy, or is there something bad (read: illegal) going on?
In any case, the Ruleset wasn’t quite amended correctly:  see the beginning of the second paragraph of rule 2.9

I see the error on 2.9—looks like something went weird with the cut-and-paste. Thanks for pointing that out.

I can’t tell if you’re serious….  Anyway, my point was that the proposal seems to have been illegally encacted, since neither of the two conditions in law 1.5 had been satisfied.

Hrm. At the time I enacted ‘X Marks the Spot’ it was the oldest pending proposal (the previous being self-killed, and the one before that vetoed), so it’s last on the queue.

It has a quorum of FOR votes. Now we need at least twelve hours.

I’m really sorry.  I’m so used to UTC times being on a 24 hour clock, so I didn’t notice the pm time of administration.
