I’ve made two (or more, I did it so fast to dodge Twitter/Slack catching it, that I didn’t keep good track) proposals and then deleted them. Arguably, those Proposals, while deleted, still exist in formal space but cannot be interacted with - so I have two less Proposal slots and two Proposals that cannot be un-Pended.
So I can never make Proposals ever again, would deleted Proposals still count (and the same would go for anyone else in the game with two or more deleted Proposals lol) - unless I dislodge them with something like this.
(Note that the “deleted Proposals still count” issue has brought up before Here and then lightly discussed Here if it helps)
Upon enactment of this CFJ, all of Cuddlebeam’s Pending Proposals shall be Failed (because I have one or more proposals inaccessible by conventional means), then all other Pending Proposals which are inaccessible by conventional means due to electronic deletion shall be Failed as well.

I don’t think this locks anything in perpetuity. Proposals check two things - whether a player “already has 2 Proposals pending” and whether they have “already made 3 Proposals that day”. If you post three proposals and delete them all, you don’t meet the first (you have no proposals pending) but you do meet the second (you have made three proposals in the past day).
But I’m puzzled as to why you aren’t making any changes to the ruleset to clarify the status of deleted posts, if you think it’s an issue that needs addressing. And this doesn’t address the issue at hand: that “inspect another Explorer’s [...] bunk by making a Story Post” triggers when that post is made, and isn’t untriggered by the post being deleted.
