Rename the rule Containment to Fetal Containment. Add the following to the end of that rule:

As a daily communal action, any Individual may Remove from the Ruleset an Artefact in the Containment Facility.

Stockpiling in the Containment Facility is an inglorious path to victory.

The previous proposal is making one place less effective with a thematic explanation, which is fine, but this is shutting down an entire branch of present and future players by making it much harder for any Researcher to ever win. (It also makes the ruleset look weird to future historians. Why did we have such a useless containment facility?)

They don’t, the two proposals just have a similar phrasing and aesthetic. The effects on the game are very different, as I say above. I’m probably even being too mild by saying that it makes it “much harder” for Researchers to win; outside of some weird edge cases, I think it makes it impossible.
