Enact a new rule, “Special Delivery”:-
As a weekly action, the Broker may select a random Seller from those who have submitted at least one Proposal during the past week. Upon doing so, the Broker shall select a Category at random, and award the selected Seller with a Good which belongs to that Category, and to a random Subcategory of that Category, with a random Significance from 1 to 99, and a name of his choosing.
Why are there so few proposals?
I’ve been distracted by other matters lately, so haven’t been making proposals.
While it’s kind of cool to incentivise proposals, I’d like to keep interaction with the metagame to a minimum

Advice for new Nomic players, by the way: a good way to get ahead in a game of Nomic is to propose something that advantages around half the players including you. And then propose something else which gives an advantage to a different half, and so on.
