Proposal: Upstairs, Downstairs

Can’t enact with 22 votes AGAINST, without a change of vote. Failed by Kevan.

If Hi ho, hi ho, it’s off to work we go fails, this proposal does nothing.
Add a dynastic rule titled “Movement and Location-Based Restrictions” as follows:

A. The Murderer and the Detective are not subject to the restrictions set forth in part B.
B. Subject to part A above, Gentry may not enter the Basement.  Tradesmen may not enter the Lounge.  Only Servants may enter the Kitchen.  No Guest may move to a different floor while the lights are off except that Servants and Tradesmen who are on the first floor may move to the Basement.
C. No more than three Guests may be in the Bathroom at the same time.
D. Guests who are in the Bathroom, the Basement or the Attic may not vote on a Crisis.  However, if otherwise eligible to vote on that Crisis but for the preceding sentence, they shall be counted in the Quorum with respect to that Crisis.

Although… This proposal should also be dependant on “Apparently I forgot the Cessna”, as without it there will be no bathroom.

The Murderer and Detective thing seems a little shaky, for allowing players to take game actions of unclear legality. If a non-Servant player boldly enters the Kitchen as a GNDT move, the other players will have to wait for the Executor to confirm whether it was legal or not - which makes life hard, if they’re deciding what to do in response to an action which could be retroactively undone.

In fact, this would allow you to use the Kitchen door to detect Murderers - just ask every non-Servant to move there, and anyone who doesn’t get kicked back by the Executor for having made an illegal move must be a Murderer or Detective.

(And oh, trivially; the bathroom would be better off with a clear rule for what to do if more than three people somehow end up there, in case future rules have enforced relocation, or if four people pile in before this proposal enacts.)

Perhaps a more effective way to give the Murderer and Detective free reign would just be to make sure that there’s no reason why a non-Servant would want to move to the Kitchen. (Maybe there’s a mundane Kitchen action that only Servants can take, and a “grab a knife” action that only the Detective and Murderer can take. If Colonel Bucky wanders through the kitchen, he’ll attract suspicion.)

I like the concept of a Murderer and Detective being able to take a better action at the expense of outing themselves, but I’m not a fan of the other restrictions.
