In Rule 2.1.2 Make your mind up, change the text:
A Contestant whose Vote is not set to an Insider is said to be Misvoting. If at least 72 hours have elapsed since the last time a Contestant became Out, a Contestant may, as a daily action, change a Misvoting Contestant’s Vote to any Insider. (Changing the Vote of one Misvoting Contestant is the same daily action as changing the Vote of a different Misvoting Contestant; therefore, each Contestant may only change one other Contestant’s Vote per day.)
to:

If at least 72 hours have elapsed since the last time a Contestant became Out, or if no Contestant has ever been Out, a Contestant may, as a daily action, change a Misvoting Contestant’s Vote to any Insider. (Changing the Vote of one Misvoting Contestant is the same daily action as changing the Vote of a different Misvoting Contestant; therefore, each Contestant may only change one other Contestant’s Vote per day.) Outsiders shall have their Vote statistic set to blank.
Fixes a couple things. Allows Misvoting as it was originally designed to be, so that if all Outsiders go Idle, Misvoting can still take place (remember that CfJ a while back?). Also, since the Votes of Outsiders have no effect on the Gamestate, this causes them to be blanked (making it easier to count Votes in Voting Events).
