Proposal: War effects

strike “or zero if otherwise negative” from sub-rule “war”. 

Unneccessary, since the production capacities of most of the commodities are defined to be non-negative (or not defined to hold negative values, which is the same thing), and N.B. production increasing due to war seems silly to me…

Actually, this doesn’t alter the production capacities, only how you treat them. Since I wasn’t sure if that value counted as a variable for the purposes of the glossary I added this for some clarity. In hindsight it was probably indeed unnecessary.

Anyway, since natural beauty is indeed a problem, and production capacitied of 0 are both very unlikely and probably irrelevant anyway,
