With only four Upsides in the ruleset at the moment, adding three conditional ones will mean that we’re going to see a lot of lopsided Dilemmas, where one outcome is “Gain X but lose Y” and the other is “(nothing happens) and lose Z”.

and I agree with Kevan, the upsides/downsides should at the very least have another effect that isn’t contingent on a Regional Effect

and I still don’t like how you can just choose to ignore the famine downside (and I don’t like that the population exchange is tied to a downside but I’ll wait for other opinions on that)

Fair points. Ive removed the concequence impact for now and we can worry about that bit later.

the wording “average in all districts” rather than “of all districts” or “across all districts” seems unsolid, and even if it does work as intended we’ll immediately start in Nihilism! i’m not happy about that idea.

I see where you’re headed as an alternative for Special Circumstances, but it’s not coming off right.

I still prefer the approach I proposed, computer wording aside (which I fixed in a later proposal, by the way)
