Add a new item to the Glossary as follows:

In Dynastic Rules, “may declare victory” is usually an idiom for “has achieved victory”.

Just propose to change the Dynastic Rule. “Usually an idiom” is a terrible clause for something as game-critical as achieving victory.

I think you’d be better making a proposal to change any existing (errant) instances of “may declare victory” to “has achieved victory”.
