Proposal: When all else fails…

Create a new subrule called “Fist” under rule 2.2 (Weapons):

A Fist has a damage rating of 1, and an ammo rating of 0. A number of Fists equal to twice the number of Soldiers are available.
A Soldier cannot use a Fist to attack an Enemy who has an Armor score greater than 0.

When the weapon supply is limited, some soldiers take matters into their own hands.

@Qwazukee: because without that clause, the current combat rules would give such attacks a (rather small) chance of succeeding, and Fists should be rather rubbish IMO.
