Noise is just a standalone thing in the two lines of rules you mentioned, though we might need to change the gameboard header specifically to Last Entered: and Last Power Actions.

Turns out that the proposal queue is unreasonably holding up the main game at the moment; due to the limits on how fast the queue can flow, people are waiting to take Power Actions until the ruleset is more friendly to them, and that’s leading to the timer being reset so often nothing can happen.

I still don’t think this new rule is perfect, but it has to be better than the current situation.

I have objections but this is already quorate so I’m not going to strain to turn the result over.

I just want it to remain on the record that I think the whole mechanic is bad and I would prefer that it wasn’t in place, tinkered-with or no.

This is only a quorum for “12 hours is better than 24”, I wouldn’t take it as an endorsement of anything more than that. If you don’t like the mechanic and it’s not a good fit for the time you have available to run the dynasty, let’s try something else.
