Proposal: Who Left the Gates Open?

In the rule “Upsides and Downsides”, replace the text “Lose 1 Defences” with:

Lose 1 Defences, or 5 People if your Defences are less than 1

Defences is the last resource where the Downside can be avoided by simply not having any Defences. It thematically makes sense to me that if a District experiences a Downside in which their Defences are eroded, and they have none, the threat takes away People instead.

Defences can go negative, so i don’t think that the downside can actually be avoided by not having any of the resource! Ingenuity is actually the only one where that’s the case (and it’s not guaranteed at the moment that No Easy Choices will be enacted!)

Oh yeah, I forget that was added at some point. On the other hand, letting your Defences continue to go more negative doesn’t really introduce any greater penalties. 0 Defences is just as bad as -10 Defences right now.

I’m thinking I might completely replace this Proposal with something that introduces a consequence for negative Defences. Suggestions are welcome.

I have a formula cooking of the form “lose People equal to five minus your Defences, or 0 if that would be more People than you have” but haven’t figured out a good place to plug it in.

I’m thinking a decrease in Order in all situations where a district has to reduce a value to our below 0.
