Add the following to “Spare Segments”
If a Segment of the Wheel is not included in the Wager of a Gambler who is Locked In and is not the only segment on the wheel, it is considered Available.
If it has been at least one hour since a Gambler last spinned the wheel, a Gambler may spend 1 annoyingness to move an Available Segment from the Wheel to the Spare Segment list. It is Primed.
Using spare segments to make locking in do something—if you don’t lock in your segments they might get moved!

What if we end up with no segments on the wheel? How would the spinning work?

that is a good point. I cleaned it up a bit. Now its still removed, but still primed. This prevents people from breaking the game by removing all the segments that generate annoyingness or bring back removed segments from the wheel.

In the first draft, when you removed a segment it became unprimed and you had to pay to make it primed again.
Now when you remove a segment it just starts out as primed. So there is no need for the other part

[Clucky] This still allows for there to be no segments on the wheel. Apparently, the rolling of a DICE0 does work though, so that’s not a bug problem, but the rules aren’t clear on what happens if the dice select no segment.
Additionally, we should probably have segments be removed from wagers when they are removed from the wheel.

How does this let there be no segments on the wheel?
Also not removing segments from wagers is part of the selling point: If you don’t want your wager to go to waste, lock your wager in.

Sorry that I didn’t get back around to this in time. Never mind, I missed the clause about being the only segment on the wheel.
My assumption was that the point of locking in would be only to prevent a segment being removed, but this will still charge people for the segment.
