Proposal: Winning the hearts

While other things also contributes, let us get the obvious one first:

Add the following subrule to rule 2.4: Popularity

Gaining popularity by winning medals:
When an Olympian has e’s collection of medals changed then e’s Popularity changes according to the following:

All references to medal in the collection refer to the situation before the collection was changed.

If e has six Gold medals in e’s collection then having a medal added to e’s collection will if it’s:
-Gold: Increase e’s Popularity by one.
-Silver: Do nothing.
-Bronze: Do nothing.

Else if e has, the same number or a higher number, of Gold medals than Silver medals in e’s collection then having a medal added to e’s collection will if it’s:
-Gold: Increase e’s Popularity by two.
-Silver: Increase e’s Popularity by one.
-Bronze: Do nothing.

Else if e has, the same number or a higher number, of Silver medals than Bronze medals in e’s collection then having a medal added to e’s collection will if it’s:
-Gold: Increase e’s Popularity by three.
-Silver: Increase e’s Popularity by two.
-Bronze: Increase e’s Popularity by one.

If a medal is removed from e’s collection e’s Popularity is decreased by three.

Also, what happens if e has more Bronze medals than Silver, and more Silver than gold? Does e not get any medals?

I think the idea is a good one, but it needs a little work.  for
