Add the following rule to the ruleset, known as “Short-distance Comms”:
Any two Runners who share the same Location may privately communicate with each other as if the special case rule “No Collaboration” is not active.
Just seeing what the response to this might be. Could open up a bit of ‘paths crossing and saying hi’ sorta thing.

Trying to talk when the location is blank would be risky as anything. Unlike when you’re in a cell, you don’t get information about who you’d be able to talk to, so you’d have to arrange it in public chat.

Seems a bad idea to pit the inactive players against the active ones, where it’s easier to coordinate on a scam if you’re not playing or are willing to drop off the grid.
Limiting communication to “Nearby” Runners would be okay.
