If the Turns rule contains the sentence

If one Island has a higher Turn Timer than each other Island, then it is their Turn. When it is an Island’s Turn, they must carry out the following atomic action:

followed by a list of items, move the item

Set their Turn Timer to -

to the end of that list.

Setting a Turn Timer to - before the rest of the atomic action is completed might trigger the next player to start their turn before the current player has finished their action.

Hmm i don’t think this is a concern. from the rule defining Atomic Actions we have

All steps of an Atomic Action are considered one action, including the steps of an Atomic Action that is itself a step of a parent Atomic Action.

so as far as i can tell, the rules don’t care in this case which order that step is done since by the time you have finished the action, and it’s registered with the platonic gamestate fine print, all of the steps have been completed.

Yeah, as Kevan is pointing out, I meant it primarily as a way of avoiding mistakes like someone seeing their Turn Timer is the highest and immediately starting their action.
