In the rule “Communication”, replace “Whenever an Infected’s Mutation becomes becomes higher than that of any other Infected, that Infected becomes the new Communicant.” with:-

If an Infected has more Brain than any other Infected (other than the Alien), then that Infected may make a blog post whose title includes the word “Communicant” and which announces this occurrence. Upon doing so, they become the new Communicant and must update this rule to reflect this.

Making Communicant changes more obvious, specifying who does the Ruleset update, tying it to Brain (which you have to choose to specialise in) rather than Mutation (which always goes up whenever you make any specialisation) and ignoring the Alien (who is currently blocking anyone new from becoming Communicant).
