I actually really like Imperial Lineage, because it doesn’t just block other people out from winning. It incentivizes them to get better at writing proposals and building support for their rules, as well as creative ways to find loopholes.
The way I see it, Imperial Lineage creates a form of tutorial for new players: they can’t win until they learn how to change the rules and play the game effectively.  against

In my opinion, you shouldn’t have to get literally every active player to agree to change the rules to allow you to win by an intended mechanic (or else convince a quorum to redefine “achieve victory” so that the Imperial Lineage doesn’t do anything).

I’m not a new player. This rule does not incentivize me to do anything other than not play in this dynasty either.
