Proposal: A Life’s Ambition
Add a new rule to the ruleset, called Vocations:
Each Seeker may have, at any time, up to two Vocations, of which at most one may be a Job and any number of which may be Hobbies, and all of which are publicly tracked, defauling to having no Vocations. A Seeker may only set or change a Vocation when specifically permitted by the ruleset, and when any restrictions, should any exist, that apply to that change are met.
Vocations are associated with Resources, and may be either Strongly Correlated (noted as ++), Correlated (+), Neutral (no mark), or Negatively Correlated (-).

Typo: “and restrictions” was probably intended as “any restrictions”. (There’s also a possible wording scam, which I don’t think works, but may be worth mentioning: “any restrictions” should mean “all restrictions, if any exist”, but it isn’t 100% clear that it can’t be misinterpreted as “any number of restrictions” to apply only some restrictions but not others.)
That said, I think you can leave the whole “and when … are met” part out of the rule entirely, making it simpler in addition to reducing any potential wording debates – “Prioritisation” in the appendix already blocks the potential scam you’re trying to block with that wording.
