A Tourist is considered to have a “Perfect Tan” when they have a Tan score of 15, no more and no less.

A Tourist is considered to have “Seen the Sights” when they have a Tourism score of 15 or higher, to a limit of 20.

It’s a great rule, you just forgot to put in in the Proposal Category upon creation.
The reason none of your actions have counted so far is because all of the admins have been offline, away, or lazy (me), and have chosen not to activate you. I’ll go do that now, then you can join in.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
