Proposal: A threat, but for good.

Append the following sub rule to the The Tokyo Menace Defense Force rule with the name attributes:

Robots have a threat rating the same as monsters. It is calculated the same as for a monster.

I dunno.  The rules would certainly function better this way than the flat zero, but it seems like they ought to have something else to differentiate them from monsters…

this rule would conflict with the previous rule, ‘Giant Robots are considered to be Monsters with no Attributes, and a Threat Rating of zero. They may be the subject of headlines, but if their Threat Rating would be changed, it instead remains zero, and they do not cause people to Flee.’ That should be removed to resolve the paradox.
