If there is not a rule titled Committees, this Proposal does nothing.
Append to the end of the second paragraph of the rule Committees:
This letter/s is known as it’s Tracking Code. In the event that more than one Committee has the same Tracking Code, then, for each conflicting Committee after the first created, use the first two letters of that Committee’s Name as its Tracking Code instead. In the event that there are still conflicting Tracking Codes, repeat the process with the conflicting Committees, increasing the number of letters used until no conflicts remain.

26 Committees seems more than enough, though, and if the later ones need slightly ridiculous names to stay within the remaining alphabet, so much the better.
(The “Letter” of a Committee referred to by Motions probably does need to be explicitly defined somewhere, though, I managed to overlook that.)
