Rule 2.1.3 says that

For purposes of the ruleset, the verbs “to die”, “to be executed” and “to be terminated” are synonyms.

and also that

Termination causes the Terminated Citizen to die in an efficient and hygienic manner.

As a result, the citizens recently terminated are being perpetually terminated as we speak, since “FOO causes FOO” is recursive.

Fix this by amending Rule 2.1.3 by replacing

Termination causes the Terminated Citizen to die in an efficient and hygienic manner.

with

Termination is performed in an efficient and hygienic manner.

and by setting the clone-numbers of all Citizens who have be terminated at least once to 2.

If the Citizen who made a CfJ has not cast a Vote on it, their Vote is counted as FOR.
