This might enact at a time when most players have the rank of CEO; this should probably set their rank to be something else.

Oh, it does set their rank to be something else—if a player has an illegal value for a dynastic variable, they would naturally be reset to the default rank of intern.

As a CfJ it *should* enact a bit faster, but there are no guarantees
