In the rule “The Ball”, change the sentence beginning with “If the Ball is Out of Play” to read
If the Ball is Out of Play, any Player may roll DICEN, where N is the number of Players, to give the ball to the Nth Player in the GNDT.
This means that if there are 5 players, the 5th player will get the ball no matter what. 
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
