Remove “If a Form’s Reputation would increase, the Cover of each Shifter with that Form decreases by the same amount.” from the ruleset, and add a paragraph to “Form”:-
If a Shifter would adopt a Form whose Reputation is higher than their Cover (and if that Form is not that of a Stranger), they instead become a Stranger.
Change the Reputation of a Servant to 10.
Replacing the ambiguous Reputation/Cover mechanic with one where blown cover makes it harder to mimic prominent humans.
Also lowering the Servants’ Reputations: it makes sense that they would have more opportunities to affect things, but I’m not sure that’s the same as “Reputation”, and it would sit oddly with this new mechanic.
