Proposal: Beauty mod.

Change the penultimate paragraph of production to read:

The production capacities for Natural Beauty, and the stock of Natural Beauty a Country holds can be negative numbers; however, a country’s stock of natural beauty may only as a result of production—- deficit spending is not allowed. Other commodities’ production capacities and stocks must be non-negative.

Furthermore, increase every country’s stock of natural beauty by 25 upon passage of this proposal.
