Add a Specialty to Rule 2.9 (Specialties):-

Plant. If a Plant appears on a Surveillance list, then the recipient of the list is given a disguised Nationality for that Plant, depending on the Sector in which the Plant is located. If they are in the US sector, their Nationality is given as American; if in the French sector, as French; if in the British sector, as British; and if in the Soviet sector, as Russian.
