o Number of Periods: 2 Periods
* Effects:
o When this Event happens, the population of each territory controlled by the country fomenting the event shall be increased by DICEX - I, where X is 20 for an underpopulated territory, 10 for an overpopulated country, and 15 otherwise. I = DICE7 (to be rolled once every time this event happens) is known as the Influenza Factor, and shall be the same for all territories the country controls.
