In Rule 2.6 (The Chambers), replace “If a Proposal adds a single subrule to this rule, and makes no other changes to the ruleset, then it is known as a Hive Proposal.” with:-

If a Proposal creates or modifies a single subrule of this rule, and makes no other changes to the ruleset, then it is known as a Hive Proposal.

Allowing Hive proposals to send a digging team back to an old Chamber if they intend to make an (even superficial) change to it.
