If there is a rule called the Hard Rules, add the following to it as a subrule, entitled “Amendments”:

The rulesets of previous dynasties may not be amended by any means, including by their own provision or by proposals. However, rules can be added to the Dynasty 100 ruleset that affect the rulesets of previous dynasties. These rules should have the name of the dynasties they affect in square brackets in their titles, and should set out exactly what effect they have – whether that be disregarding existing rules, or adding or amending new ones.
