I think that at the start of a new dynasty, the new conductor should be able to modify the ruleset however e wishes. But, I suspect that some of you disagree. So, before I go to the bother of crafting a carefully worded proposal, I’m hoping that you might like to express a general opinion.

I strongly disagree. The point of having proposals at all is so that we are all playing the game that the players as a whole want to play, not just what a single player wants to play.
We would also be granting dictatorial power to each and every emperor.

It’s also a bad idea for the risk of an Emperor accidentally making a change that breaks the ruleset, with nobody having any time to react to it. (This was demonstrated to a small extent by your illegal ascension address edit.)
If an Emperor wants to make changes at the start of their Dynasty, they can just get in with the first proposal. If it fails because there was a serious flaw in it, or because more than half of the players wanted to interpret the theme differently, then we have a happier Nomic.

Zeus, no! Just do it via Proposal. And if the Emperor’s vision is to make drastic changes to the core rules, e should also consider simultaneously making an official backup.

I usually am fine with letting the new grand poobah have some latitude in terms of setting the basic rules for what the starting position of the game is going to be, but that isn’t the same as ‘modify the ruleset however e wishes’.
