I think this is intended to mean something equivalent to amending the first sentence to “The mantle may not be passed, unless the Baron who won was awarded victory by a proposal.” but I’m not certain that’s what Josh meant.
It’s mostly just intended to exclude any possibility of a perceived subtext that this rule might apply to chop proposals.
Or, indeed, other proposals - if Mantle Limitations prohibits chops then why doesn’t it prohibit other proposals that make victory conditions, especially if those conditions favour a player or subset of players over others?
FYI this proposal’s illegal since it doesn’t have the special case tag

They are good practice, though, for reminding admins to check for quorum if the proposal times out, and so that the posts catch the eye of idle lurkers who might like to know that something outside of dynastic could be being changed in their absence.
Nah, you’re good - that rule is very oddly written, it feels a bit like it’s contradicting itself.
Note that this change doesn’t affect the Pizza-Pie, which adds a rule instead of awarding victory.
I guess, because the next proposal is conditional on this, even though I think this needs to be redone properly.
