If it exists, remove the paragraph beginning “Should the Executor deem it impossible…” from Rule 2.6 “Lights”.

Add the following to the same rule:

If the Lights are Off and the Executor has no unprocessed Dark Lists and has received no Dark List in the past 24 hours, they may make a post stating that the Lights remain Off. This is treated as a new instance of the Lights going Off.

In that Rule, change “The Executor may not process a Dark List within twelve hours of the Lights going out.” to “The Executor may not process a Dark List within the first twelve hours after the Lights go Off.”
