I like the idea, though it seems likely that all that would have to happen is have a motion pass and then filibuster everyone elses motions, as you are currently the one with the longest amount of time left.

Huh?  How would that help?  Why would anyone do that, except to be annoying?  Note that anyone who actually has a Main Motion active is not restricted by the proposed new system.
