In the rule Fair Play, remove the bullet point that reads “A Runner should not use a Core, Special Case, or Appendix rules scam to directly or indirectly cause a Runner to achieve victory.”

We do still have “A Runner should not do any action meant to make the game unplayable (for example, changing multiple keywords to the same word in an Ascension Address).”

I do kinda feel like their should be some guarantee that the core rules aren’t going to be scammed.

For one thing, it would feel legitimately risky having people actually attempting to write scams into core rules, and if it’s an emperor that writes the scam, I could easily imagine cases where they immediately take away a player’s win to put the crown back on their own head.

against I really don’t like the idea of cross-dynastic scams.

Last dynasty’s Solar Panel scam was a valid and fun piece of Nomic: one player inadvertently created the loophole early in the dynasty, another player spotted it, backchannels discussed it, and the others could have caught the scam if they’d read the dynastic rules closely enough, but they didn’t.

Stretching that out across dynasties seems much less fair. Where someone can shortcut to victory with a back-pocket core scam that they noticed or created ten years ago, and it’s on their opponents for having forgotten (or not been present at) the setup and/or failing to give a close reading to 10,000 words of core rules.
