Proposal: DoV Failure Without Prejudice

In the rule “Victory and Ascension”, change the text “When a DoV is failed, the Shuttle who posted it” to “When a DoV is failed, if it had at least one AGAINST vote, the Shuttle who posted it”

This might be relevant if
* a DoV fails to attract a Quorum of votes but has no opposition
* a DoV is failed out-of-sequence by a CfJ
* a DoV is failed by the passing of another DoV, and its author quickly achieves victory in the new dynasty
