I think 5cm is too small a penalty (even if 20cm may be too large), given that there are ways to move ahead other than Crawling.

So, what’s a good number for you? Could we agreed on 10cm?

It’s tricky – there are cases where the penalty is irrelevant (e.g. when you have a Leapsnail to someone with fewer plays available), so a balanced penalty would need to take into account the fact that sometimes the penalty doesn’t matter (which means making it larger in the cases where it does matter, to compensate). So to balance it, the value would likely have to be larger than you’d expect.
