Create a rule titled “Controversy Creates Cash” with this text:

Each Newspaper has a Gold Star Rating equal to the number of its Reputation Scores at 4 or higher, plus the number of its Stances whose Subject has a Public Opinion at 80 or higher, minus their number of Skeletons In The Closet.

Each Newspaper has a Red Flag Rating equal to the number of its Reputation Scores at -4 or lower, plus the number of its Stances whose Subject has a Public Opinion at -80 or lower, plus their number of Skeletons In The Closet.

An Editor whose Newspaper has a Gold Star Rating or Red Flag Rating at 3 or higher achieves victory.

against Acquiring Skeletons is trivial (even moreso if “Downsizing” passes). Any Editor who hasn’t yet run a Story on the new Wire Post could reset their Stances, run some Phone Hacking and publish two Inside Source stories, for a total of three instant Skeletons and the victory.

And I’m not sure whether we should be bundling up all negative Reputations as “bad”, when low scores in some of them could be regarded as journalistic positives.

against Skeletons in the Closet should be conceptual penalties, I think, or rather potential ones, not actual ones. A skeleton in the Closet isn’t a problem so long as it stays in the closet.
