Theme seems fine either way - you could be using binoculars, or just looking into the distance and being able to recognise basic terrain and to identify something there as plant/animal/rock, but nothing more specific.

The weirder thing is that if I travel from the X Desert to discover the Y Hills, which turn out to be home to Zedosaurs, Zedosaurs then become Moderately Concentrated in the X Desert, despite me never seeing any there.

It maybe makes slightly more sense to think of the action as walking to the edge of the X Desert, encountering a few Zedosaurs there and noticing even more in the adjacent Y Hills - but not walking there.

against This is at quorum regardless, but I have a strong preference for the narrative option that makes the most sense. (Maybe people have forgotten that Discoveries appear in adjacent locations, and this change would reinforce that forgetting.)
