If the Proposal “Baby It’s Cold Outside” is not enacted, this Proposal has no effect.
Create a new subrule of “Location”, titled “Makeshift Tent”, and give it this text:
Makeshift Tent is Adjacent to Outside with a cost of 24
EDIT: I was wrong about the loss of Heat ticking down immediately, so this isn’t actually as urgent. I’ll still leave it here to see where it goes.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

The intent of the Adjacency clause is for the Adjacency itself to have a Time cost instead of the Location, so I think it should be worded “Makeshift Tent is Adjacent to Outside with a cost of 24”.
