Proposal: [GNO] A Few Things for Gnomes

Rename rule 1 of the GNO Ruleset to “Gnomic Leaders”.

Remove the text “3. Elections. The Supreme Being and Demiurge shall be elected by the population of the GNO dynasty in elections to be initiated by any Gno Citizen after this proposal passes. Only Gno citizens may vote in this election.” from rule 1 of the GNO Ruleset.

Add the following text to the end of rule 1 of the GNO Ruleset: “If the Supreme Being and the Demiurge have voted the same on a proposal, deferential votes on that proposal shall be counted the same as the vote of the Supreme Being and the Demiurge.  The Supreme Being and the Demiurge may not vote deferential.”

Add somthing to say when a Gno citizen is allowed to initiate an election. I’d rather not have them just allowed at any given time, however often they like.
