1) It doesn’t need to. If it did, everyone would know the new encryption, since it would be specified by the rule.

2) There are no proposals in the old encryption (except Relics the Gnomic Way, but that’ll be enacted before this).

B. Is there a point in encrypting stuff with this method anymore? Everyone can read it, and it’s annoying to have to look it up.
C. Can’t Yoda just change the encryption without a new proposal? So far as I can tell, he chooses the encryption method, so he can just choose another one so long as he tells us what it is.
