In rule Contacts, change
if they have not yet done so when they had their current Location

as a weekly action
A daily chance at finding a contact seems overpowered, and a bit grindy.
Still, no reason not to futureproof this in case another method for changing one’s location is ever proposed.
How is it overpowered, considering that having contacts doesn’t actually do anything yet? Under this, it would take you a month to canvass the British districts alone, with no guarantee of success.
The other change in your method is it would allow an Agent to repeatedly check the same area for contacts, which doesn’t encourage moving around, as the original does.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

If Proposal: I Saw You Again Again fails, how would there be a daily chance? If it passes, then I could see the need for this change. I’ll wait to see if it will pass prior to voting on this.
