Add a new rule as a subrule to Atlantean Language, entitled Codex Use:

Whenever an Atlantean Scrap is added to gamestate through any gameplay mechanism, it becomes publicly tracked and should be added to gamestate tracking along with the name of whichever Memory of Atlantis was directly responsible for its addition to gamestate.

Optionally, Memories of Atlantis may publicly track individual elements of Atlantean Scraps. At any time, a Memory of Atlantis may reproduce a single, identifiable, discrete element of an existing Atlantean Scrap, reproduce it as a separate image file, and add it to the gamestate tracking document. Once they have done so, that image (and the element that it depicts) become an Atlantean Element and must be treated as a single coherent concept. If an Atlantean Element has a confirmed English meaning then that may be tracked there, too.

In the rule Argumentation, change “That proposition may include the meaning of a specific symbol” to “That proposition may include the meaning of a specific Atlantean Element”.

Add a new rule to the dynastic ruleset, called Linguist Team Activities:

As a Daily Action, any Memory of Atlantis can send a Nudge, which is an Atlantean Element along with a proposed meaning for that element, to the Linguist Team by private message.

Once every 72 hours, the Linguist Team may Stumble Upon a Meaning, by removing any Nudges that they have received that refer to an existing term in the ruleset or other game concept, and then randomly selecting a Nudge that they have received since the last time they Stumbled Upon Meaning, and then posting the Atlantean Element and the Meaning associated with it to the Blog as a story post. The meaning for that Atlantean Element may then be added to gamestate tracking.

Tentative against; the wording of Linguist Team Activities seems a little unclear to me. There is nothing that says that the meaning must be accepted as true. I assume the “remove any nudges that refer to existing terms/game concepts” is to prevent something along the lines of “this symbol means that GloopyGhost has achieved victory.”

Does this allow you to overwrite existing meanings? It’s not exactly clear about that.

Thinking about it, I’m going to vote against  because there’s nothing to stop me from submitting nudges every day with definitions like “The entity called SingularByte may win any contest of any type he pleases by declaring it so, without exception.”
This doesn’t contain any ruleset terms or game concepts (except arguably my name since it exists in gamestate, but that can be worked around). It would be a very cheap way of winning.

I’d vote For on the section of the proposal about Atlantean Elements though.

against If “and the Meaning associated with it” is read as the proposed meaning becoming an actual Meaning, then yes, this would be a cheap and risky way to inject statements into the gamestate (it’s only Meanings created via Arguments that “may not make any statement about any other part of gamestate”).
