Add a Retrofitting to Temples:

A Deity may spend X quintessence to change the ownership of a Temple in a City, where X is the combined number of Temples in that city controlled by Deities of the same Pantheon as the Deity who is to lose ownership of a Temple. Once a Deity has done so, no other such action may be done within the same day at the same City, even by other Deities.

As of now, it’s cheaper to just build more Temples. But we can change that, all right?

against So if you are Ameratsu Omikami with 10 temples in Greater Erg, while Gorufu Kannon has but 1, and you take Gorufu Kannon’s Temple, you have to pay 10 Quint for your own Temples?

If Gorufu Kannon is in the same Pantheon of Ameratsu Omikami, and there are no other gods in that Pantheon, you’d have to pay 11 Quint to take over that temple.
