How do you get wagers?

Just edit the wiki page directly to say what your new wager is. You’ll need to create a wiki account to do that - instructions are here.

“To protect the wiki against automated account creation, we kindly ask you to answer the question that appears below (more info):
Please enter the wiki signup password (it is visible in the blog sidebar if you are logged in):”

What does this mean?

Instructions are here: “To keep spammers out, the registration process asks you for the “wiki signup password” - if you’re a logged in user whose blog account has been approved, this password is visible on every page of the BlogNomic blog, at the bottom of the right-hand sidebar.” (I guess if you’re on mobile it’s at the very, very bottom of the page.)

Which part of the wiki though?

I don’t see anything on there that says you must edit this to get your wager.

Updating your Wager at https://wiki.blognomic.com/index.php?title=The_Wheel is recognised as a game action by BlogNomic. (If it’s a legal action then the game accepts it, if you make some mistake in the update then other players can roll it back.)
