Proposal: I May Be Some Time

If there is a rule called Location, rewrite it as follows:

There exist a number of Locations, which are detailed in this rule.

Every Villager has a publicly tracked Location, defaulting to “Outside”.

Each Location has a Capacity, which is an integer between 1 and 3 inclusive (except Outside), and any (non-negative) number of Routes, which may names of other Locations followed by a non-negative integer number in square brackets, referred to as the Length of that Route (eg The Laboratory [12]).

At any time, Villager at a Location may select on of its Routes, spend that Route’s Length in Time, then set their Location to the Location named in that Route.

The available Locations are as follows:

When a Villager’s Location is Outside, they lose 1 Heat for each unit of their Time that is spent.

The total Capacity of all non-Outside Locations may never exceed the number of Villagers plus 2; if ever it does, the Blizzard must destroy non-Outside Locations (by removing them from the table above, and setting the Locations of any Villagers in Locations thus destroyed to Outside) until that is no longer the case.

If there are rules called Outside or Makeshift Tent, repeal them.

Putting the location information in a table rather than subrules to cut down on ruleset bloat, and setting up a dynamic by which there is limited indoor space that must be jockeyed for.
