Add a new rule to the ruleset, entitled Infamy:

Each Cult has an Infamy, which may be one of the following, in order of increasing Infamy:

Eminent
Accepted
Tolerated
Unknown
Mistrusted
Disliked
Notorious

Cults are, by default, Unknown. The Infamy of a Cult may be tracked in the GNDT; for the purposes of this, Cults may be set up and tracked in the GNDT.

Locations have an Infamy Tolerance; any Cult whose Infamy exceeds the Infamy Tolerance of the location of its Headquarters may not accept new Members until its Headquarters are moved. The Infamy Tolerances of Locations are as follows:
*The Cathedral and the University: Unknown
*The Museum, The Observatory, and The Library: Mistrusted
*The Hospital: Disliked
*The Protest Camp, The Back Streets and The River: Notorious.
